Letâs say you work in a health care setting. What types of products or services might be put out to bid? If your organization is going to expand and needs to construct a new wing, it will probably be put out to bid. Everything from office furniture to bedpans could potentially be put out to bid, specifying a quantity, quality, and time of delivery required. Janitorial services may also be bid on each year, as well as food services, and even maintenance. Using the power of bidding to lower contract costs for goods and services is common practice.
This sequence of biological events is of decisive importancefor ethics. It proves that the two opposing theories of ethicswhich presently vie for acceptance both lead to tragedy. Both anethics grounded in a self-centered individualism and an ethicswhich builds on the need for a self-sacrificing altruism have thesame inherent defects. Both have inbuilt, positive feedbackmechanisms which cause a steady increase in the humanexploitation of the Earth's biological resources. All suchmaterial demands, however, are constrained by the limitedresource use which the biosystem can sustain. Exceeding thiscarrying capacity will cause that system to collapse into asimpler state which is incapable of supporting civilization inits present form and perhaps most of the complex forms ofmammalian life as well. This is the tragedy that awaits mankind,if people do not begin to live as responsible members of theEarth's system of mutually sustaining life forms.
The more general statement of Hardin's tragedy of thecommons which follows is divided into five sections. In thefirst, the theoretic nature of Hardin's argument isemphasized. In the second, several of Hardin's originalassumptions are shown to be restrictive and unnecessary. Thethird offers four general premises which seem empiricallycertain. The fourth gives a general statement of the human causesof the breakdown of the commons. It demonstrates the same inbuiltcontradiction between what benefits the individual or the humanspecies and what is necessary to the welfare of the whole. Thefifth part concerns ethical theory. It shows that the firstnecessary condition for acceptable moral behavior is to avoid thetragedy of the commons. Inevitably, meeting this goal requiresholistic or coerced restraint in order to assure that peoplenever fail to live within the narrow limits of the land andresource use which the Earth's biosystem can sustain. Thuspeople's first moral duty is to live as responsible andsustaining members of the world's community of livingthings.
